Stephen Spaulding
Policy Director, U.S. Senate Committee on Rules & Administration
Stephen is a nationally recognized expert on election law and public policy on a range of democracy issues. He is currently Policy Director on the U.S. Senate Committee on Rules & Administration. He previously worked with Common Cause and served as Senior Elections Counsel to the Committee on House Administration where he advised Rep. Zoe Lofgren (D-CA) election administration, election security, campaign finance, and voting rights; and also planned oversight of the Federal Elections Commission (FEC) and the Election Assistance Commission (EAC). Stephen has also served as Special Counsel to FEC Commissioner Ann Ravel where he advised on election law enforcement, rulemaking, litigation, and policy. In previous tours of duty at Common Cause Steve developed expertise on Senate Rules, filibuster reform, money in politics, and ethics.
